Flat Owners / Colony welfare associations formed as per A P Societies Act, are doing services to the residents collecting necessary monthly amount from them towards the expenses of various catagories.

Do they come Consumer Act?

If the elections are not held in time and accounts are not audited yearly, whom to complain?

Since the Society is not functioning for profit, but the services are executed without remuneration, then the issue will not come under Consumer Protection Act. For conduct of election and proper accounts, you can approach the Registrar of Societies for remedy.
