Whether co-operative housing society can recover the amount for major repairs approximately without obtaining quotations first or subsequently and without getting done the structural audit of the building prior to the recovery of such amount?

u r question is not very clear but i will answered to it by what i understood.
there is no need to call for tenders before collecting repair fund. u can tell that before carrying out of repairs to ensure for availability of sufficient fund, with the soceity, it is collecting funds . On collection of some reasonable amount then u can start various procedure to take up repair of the building.
with this society will be ensured that once work starts it will not stop in between due to non payment by few members. Work should start only on collection of sufficient repairs fund.
