Has any right to Registrar / VC for not forwarding my application or denine to sign the application?

Dear Sir,
I am working as a Reader in one of the Govt. University in Gujarat.
I want to know that as per the UGC, how many times I can apply (through proper channel) for the teaching post for better prospect in any another Univesity/institution of Gujarat?
Is their any rule/ guidelines related for applying no. of times in year for the post of teaching?
Has any right to The Registrar / VC for not forwarding my application through proper channel or denine to sign on my application?
Is there any rule under which such circumstances mentioned and i can quote the same to forward my application through proper channel.

Please give your reply earliest as possible so that I can proceed further.

Please help me for the same.

I am not leaving the Current University, just I am applyling for the post in some another University.
Their is no term and condition related for applying.
I think it is my constitutional right to apply various post for my better prospect.
