Government department action is not Quasi judicial.

Quasi Judicial body means and refers to bodies exercising certain judicial powers without being a regular court of law. Some examples are the disciplinary proceedings tribunal and the like. They are conferred powers to do judicial work as a part of their official duty by some statutes. Not all the government actions can be termed quasi judicial. Only when a government action is taken in exercise of such statutory powers as aforesaid it can be termed as quasi judicial.
