IT returns not filed for last three years

In case IT returns are not filed for last three years what is the procedure and any penalty will be imposed

You can now file income tax return for the financial year 2008-09 and 2009-10. Penlaty u/s. 271F may be levied if you had taxable income during the financial year 2008-2009.
