If a govt org entered into an mou with the pvt consultant firm for 10 mnths and and firm cannot cmplete the asignment in that duration and after 4 months cnsultant offers to extend the mou beyond the date of expiry on the same terms and the govt org is willwilling to extend the mou.
So can it be done legally.

Extension can be done.
As it being the government, if the extension does not have any financial implication it may be extended.
Please check the penalty clause for extension. Government may have to impose some type of penal charges on the consultant if the delay is attributable to the consultant.
Waiving the penalty rests with the government.

Extension is generally accepted by mutual consent, especially in government departments for certain oblique reasons as well.
What is the agreements and its terms and conditions??? How much assigned work has been completed and how much is left over after running out of time?? What were the reasons/excuses preferred for non-completion of work within stipulated period? What is the cost involved in extention of time and vice-versa losses incurred/likly to incur?
There are various other points to be considered for extention of time.
