No bar. He can. But one has to think about the usefulness of the qualifications acquired. An Electrical Engineer instead of pursuing further studies in his own line, or take up a job, is thinking to pursue LL.B. He has weigh in which way it will be beneficial to him.

He should have 10+2 and then a three year regular degree with 50% minimum marks.
In this case, he does not appear to have done 10+2 but only 10th standard. Therefore, according to me, there will be difficulty in getting admission to LL.B. course.
