The OP can appear in the case and apply for setting aside order for ex parte hearing of the case if the trial of the suit has not started as yet or the case is not finally heard.

No,District Consumer Forum and State Commission have no power to set aside their ex-parte order or review .the power only vests to National Commission u/s 22A of Act.see the judgment of.Apex Court (2011)9 SCC 541 Rajeev Hitendra Pathak vs Achyut Kashinath Karekar & Others.
