Dear Experts
A layman can make an application to the Cheif Justice of Mumbai Highcourt, for seeking justice against a DCP of Mumbai police having sufficient evidence against him, police has not filed FIR against him. Police trying to safe him. So I want to make an application against police to enforce them to file FIR against him.
Friends If so please give me format of application which is to be maid to CJS of HC
please guide me?

1. There is no specific format as you think/ desire, just write an application as a layman.
2. Did you approach Joint/Astt. CP or the Commissioner Police Mumbai and/or JCP Vigilence for your greviance/complaint against DCP?
3. Did you apply to area MM u/s 200 read with Section 156 (3) Cr. PC?
Consult/ Engage a local lawyer for your own interest.

PIL does not lie in this case.
However writ petition can be filed in the high court against police inaction.
It would yield result.

With the proof of filing the complaint against DCP you could file a case of Private Complaint in Court seeking Directions to Register the Complaint against DCP.Consult a Criminal Side Lawyer.
