Electricity discom rights

I am located in Bangalore and stay in an apartment which has some ~145 flats.
In Bangalore the electricity is distributed and billing done by a government body "bescom".

Every month some of the residents default in their payment i.e. they do not pay their electricity bills.
Last month bescom came and informed the apartment's association that 40 flats have not paid their bills and asked the apartment's association to pay the bills of individual flats.
Association did not had permission to spend money on such bills without any prior notice and so expressed their inability to pay personal bills instantly.
Following which bescom disconnected the entire apartments electricity.
Bescom's words are "The maintenance team has neglected our request to pay the bills and due to their negligence the disconnection was made. It is the job of the apartments's maintenance team to take care of these issues.".

After much request and effort of apartment association, bescom restored the electricity.

On questioning about notice of disconnection bescom says "Bescom The electricity bill given to consumer will serve as disconnection if payment is not made within due date.".

Question is:
1) Can bescom disconnect electricity without any proper notice other then the bills?
2) Is it the responsibility of apartment association to pay individual flat's bills before/after due date?
3) Can bescom force apartment's association or apartment's maintenance team to pay the personal bills of individual flats?
4) Is it not the responsibility of bescom to collect the bills themselves from each flats without disconnecting electricity of entire apartment and without involving apartment's association in this?
5) Is this not a matter only between bescom and the individual flats?

Should i file evidence by way of affidavit separate.

Following are the facts of the case:-

I had purchased a digital versatile disc of universal company of the movie avatar on amazon.in website. The amazon sent me a digital versatile disc of some unknown company. So I asked for a exchange. As the poster in the website is of universal company, but what I received was some local pirated DVD. I have written a mail asking for replacement and asking amazon to send the product which I ordered for. They told they will refund. But I do not want refund. I want the product which I ordered for.

Hence ultimately I approached consumer forum with a complaint.

The notice was issued to the opposite party i.e. amazon.in at their headquarters.

They have now filed their version where they stated all my allegations are false.

Now the judge told me to file affidavit. Evidence affidavit.

I want to know the following:
1. Should I file affidavit separate.
2. Should I file evidence by way of affidavit separate.
3. Should I file objections to the points the opposite party raised in their reply?
4. Should I file written arguments if the opposite party file written arguments? Or arguments can be made orally?
I am handling all this without advocate hence I want some guidance from here on. I will be thankful from the bottom of my heart to whoever gives me guidance in these matters.

But the name in property papers have mistake in name that does not match exactly to my father's death certificate. Name of father in property is Rujat Saxina and name in death certificate is Rajat Saxena. The correct name is in Death certificate. Due to this name mismatch the concerned department is not proceeding name transfer and has said that this property can not be transferred due to name mismatch. How should I proceed now?

Building of fabricated staircase in society premises

Hello,
To all those taking out time and helping the needful
Sir / mam, i have recently rented a property (entire 1st floor) in a society for commercial purpose.I also reside in the same society and have been a member since 20years.I desire to build a fabricated staircase for direct entrance to the property for easy walk in entry to customers as the concrete staircase of society is from inside portion of the building not visible from outside. The ground floor is also filled with retail shops and open to all.I have approached the members and committee as well and also offered to pay rent for the property thatll be used by me,but the society has been demanding a high rent for the area ( 30% of the rent amount) whereas i am willing to pay (10-15%) .On the other hand no shopkeeper on the ground floor has been paying any rent for the use of property ahead of their respective shops. They are saying that either pay rent or demolish the stairs as it is illegal. Coming on to illegal part, each and every shopkeeper has put sheds outside their shop covering the public footpath . As my last option i have thought of removing my staircase but also going against all the shopkeepers and society to remove their sheds as well .
How can i make a way out of this?
