I am central govt. employee.I obtained permission for higher qualification in 1993.At that time there was no compulsion of 1st division in HQ.I appeared in final papers of my course in Dec. 2002 and declared passed in April 2003 when result declared.I submitted my degree to administration of my department. But since there was policy decision in FEB. 2002 for compulsion of 1st division in HQ.My case was not considered for promotion. My point is that when I have no attempt remaining for examination, and I appeared in final exam before FEB. 2003 my case should be considered for promotion on HQ bassis.
Whether I can get justice in CAT?
Pl. advice me.
Thanks.
hanks.

Dear Sir,
I fought a CAT Case with the Estate Office, N. Delhi in 1996. The issue was their demand for market rent from a hostel Accommodation allotted by them in that year. First they allotted one accommodation on 11th Floor of a Govt. Hostel and then allotted on the 5th floor of the same building later. However, due to a misunderstanding between CPWD (Custodians of the accommodation), Estate OFfice and myself, the first accommodation remained in my name as also the 2nd one where I had lived for 5 years.
I had filed a case in CAT against the Estate Office and the Ruling in Dec. 1996 was that the Estate Office shoudl not recover any dues from me as they had follwed a wrong Section under the PPA, 1971, but should initiate legal proceedings under Section 7 of PPA. However, the Estate OFfice did not take any action for 15 years. I had since vacated the 2nd one in 1997.
Now, the Estate OFfice is demanding Rs. 46,249/- from me through a letter dt. 06.4.2011 on account of market rent for the 1st accommodation. Now, is it not time-barred? Can they recover this dues from me in this manner after 15 years? What should I do?

one of my friend has bought car under lease agreement with insurance in united kingdom and sold the car to third party while the car was under LEASE. he has received notice from solicitor behalf of the insurance firm asking to pay the damages which is equal to worth of market value for breaking the terms and condition..i.e the property is of the car company not the leaser..the notice explains the consequences and states legal action will be taken in India. the guy is in india at the moment and worried all i want to know is DO THE FIRM HAS RIGHTS TO TAKE LEGAL ACTION IN OTHER COUNTRY,IS THERE ACT OR LAW THAT ALLOWS TO TAKE ACTION IN OTHER COUNTRY APART FROM UK,IS THAT RIGHT ELSE IS HE MISUNDERSTOOD THE LETTER CONTENT. DO UK LAW HAS EXTENSION RIGHTS TO TAKE ACTIONS ON HIM IN INDIA ?????????????? as per my knowledge the uk law doesnt have right to take action on a person in other countries but im still confused. I have humble request to please email me your valuable suggestions and will appreciate so much for considering this CASE hope hear from you soon, thank you, Regards, Simon
