Where can I challenge orders passed by Taluka Executive officer. I came to know this can be challenged only in High court. This cannot be challenged in Taluka junior court. Is it true?

Hello Sir,
Could someone please tell me, if a case against the "Apartment Owners Association" can be filed in District Consumer court.
The issue am facing is water leakage from the flat owner above me, who is an Ex-Secretary of the association. Also the present committee member are his colleague who were part of the earlier committee.
Would appreciate one line answer, whether could be filed in consumer court or not or else in which court.
Thanks and regards,
Abdul Aziz.

Dear Lawyer,
I am 26 years old and i am staying with a 27 year old woman whose Divorce (Mutual Divorce) case is still due in the month of June 2011.
I would like to know will there be any difficulty in getting a divorce if she continues to be in live in relationship with me?
Also does the husband has any right over his wife who has seeked Divorce till the time the Divorce is finally done?
The husband keeps harassing her and the reason for her to file the divorce 5 months back because she was extremely unhappy with her husband's beating habits and doubting her of her character. In such case while being seperated if the husband harasses her , what are the legal steps she can take against him?
WE have found peace in eachother and would like to get married after she gets her divorce.
please we need your help as we are confused and don't want any harm in anyway or any disruption in her divorce thing.

Respected councels,
Iam a member of a Co.Op Hsg.Soc. in Maharashtra. As per the recent G.O. of Govt. of Maharashtra, Sinking Fund can be utilised without Dy.Registrar's permission. Now the Society is in the verge of utilising the fund for major repairs. In this juncture, my earnest query is whether to replenish back the same or Not?
Shall appreciate learned counsels's replies & suggestions.
