You take services of a local lawyer. It is easy to get birth certificate upon payment of fees.

You should affirm an Affidavit before the Judicial Magistrate and publish a notice in the local newspaper. You can also get an order from the Magistrate under Birth and Death Registration Act for direction to the local Municipal Corporation to issue a Birth Certificate.

If you have proof of birth, submit the same to the municipal authorities. What do you mean by "not finding proper resolution". What did Municipal authorities say? Normally if you pursue the matter, they will register the birth if you can submit the evidence.

You have not mentioned for what purpose the certificate is needed. For passport it is not necessary in your case.
For passport instructions are as under:
In the case of applicants born on or after 26.01.89, only Birth Certificate issued by the Municipal Authority or the Office of the Registrar of Births & Deaths is acceptable.
If it is needed otherwise follow the advise of expert Advocate M.Bhadra ji. Take the help of some local lawyer.

Hi,
I went to local municipal committee. They asked me to submit the following documents:-
1.Death certificate of midwife because she is no more now.
2.Ration card of two neighbours of the same year when I was born i.e.1982.
3.I was born in my nana's house. So they are asking to extract the record from DC office that my grandpa was staying at that address at that time or not i.e.1982 I m not able to understand why so many documents are required?

so municipality have given you the procedure.
if it was rural address panchayat is bound to have record.
if ti was urban then it should have been reported to municipality within one month and no such paper was required at all.

For VISA you need a pass port. Pass port contains date of birth. That means you require date of birth certificate for obtaining Pass Port. Is n't it? If so, the following is the requirement as regarding proof of date of birth for issuing Pass Port:
"b) Proof of Date of Birth (attach one of the following):
Birth certificate issued by a Municipal Authority or district office of the Registrar of Births & Deaths;
Date of birth certificate from the school last attended by the applicant or any other recognized educational institution; or an Affidavit sworn before a Magistrate/Notary stating date/place of birth as per the specimen in ANNEXURE ‘A’ by illiterate or semi-illiterate applicants.
N.B.: In the case of applicants born on or after 26.01.89, only Birth Certificate issued by the Municipal Authority or the Office of the Registrar of Births & Deaths is acceptable".
The above is excerpt taken from the Official Website of Ministry of External Affairs.
Why do you worry? The Date of birth certificate certifying the date of birth as recorded in your school is enough. Otherwise a sworn affidavit will do. Look into the following website link:

Best of luck.
