Can PIL be filed by individual who is not an advocate but common man well educated.

It is neither necessary nor compulsory to file a PIL by or through a lawyer.
However, it would be better to engage a prudent lawyer as it involves many technicalities where an ordinary litigant may have to suffer / withdraw or get cost imposed.
