OBC Certificate- Urgent query

My ancestors residence is in bihar and we used to live there. We migrated to Delhi after 1993. But since last 15 years I'm living in Delhi and completed my schooling as well as graduation from here. We used to go to bihar and cast certificates were issued on the behalf of my grandparents from the tehsildaar. Is it legal? My cast is there in the central list as well as state list of both bihar and Delhi. Is there anyway I can get the OBC certificate made in Delhi as I need a centrally issued certificate. How can I get it made. I have a certificate issued from bihar (Anchal adhikari office). Please help its very important. Thank you.

Q. Who is eligible?
In accordance with Notification No.F.28(93)/91-92/SCST /P&S/4385-95dated 20-01-1995 of Govt. of NCT of Delhi, 53 Castes have been notified as Other Backward Castes (OBCs) for the purpose of reservation of 27%vacancies in Civil posts/Services under the Govt. of NCT of Delhi(including vacancies in Public Sector Undertaking/Local bodies under Govt. of Delhi) to be filled in by direct recruitment for members of these castes.

It may be noted that the aforesaid reservation does not apply to persons/sections mentioned in the Schedule drawn on the basis of the schedule attached to the Govt. of India, Ministry of Personnel, P.G. and Pensions (Department of Personnel and Training) Office MemorandumNo.36012/22/93-Estt.(SCT) dated 8th September, 1993 (i.e. persons belonging to the creamy layer).
Further, a Commission known as "Commission for Other Backward Classes of the National Capital Territory of Delhi" is constituted in Delhi as a permanent body, to examine and recommend requests for inclusion and complaints of over-inclusion and under-inclusion in the list of Other Backward Classes.
Q. Where do I have to go and during which hours?
To the front Office of Central District at 14, Darya Ganj, New Delhi-110002, during 10.00 a.m. to 1.00 p.m. to deposit the Application form.
Q. Which papers/documents, do I take with me?
Application form completely filled.
1.Birth Certificate or School Certificate.
2.Two Passport Size Photographs (One should be attested by the Gazetted Officer).
3.Copy of Ration Card as Proof of Residence.
4. Copy of Aadhaar Card (Mandatory) (if AADHAR no is not available provide AADHAR Enrolment Slip with Identity Proof i.e. PAN/Passport/Driving License/Voter ID etc).
5.Affidavit showing the caste, income and agricultural land owned by the applicant, if any.
6.Pay Certificate of the last month, in case of Govt. employees.
7.Copy of O.B.C. Certificate of father/brother, if any.
8.A letter from the Registered Society of the Caste, if any.
9.In case of married woman :- a. Affidavit from her father showing his income and caste. b.Copy of O.B.C. Certificate of the father/brother, if any. Copies of documents at 1,2,4,6,7 to be attested by Gazetted Officer, MP, MLA or Municipal Councillor.
Q. What will be the criteria used while deciding my case?
In case where the applicant has appended the OBC certificate of his father(in case of migrants to Delhi) issued from otherState, the authenticity of fathers certificate is ascertained from issuing authority and the certificate will be issued as other state OBC certificate based on the certificate of applicants father.
In the case of persons originally residing in Delhi prior to 1993. Certificate will be issued on the basis of inquiry held with regard to his caste and creamy layer. In both the cases documents as mentioned above have to be submitted. A local enquiry is conducted in all cases to verify applicants residence/income/caste and whether he/she belongs to the creamy layer. The certificate cannot be issued to a person if he is already in possession of such certificate.
Q. When will I get the response?
You should be getting the response normally within 60 days ( Service Level Agreement Implemented ).

Query is legal. I want to ask - I have an OBC certificate issued from Bihar last year by the Office of Anchal adhikari. Now how can I get it made from Delhi? Is it legal.
