Hello , my question ,According to municipal rule is it possible without NOC of building can we go to registered partition to our property among all partners according to floors?

Yes if you already got the plan approval for that building.

It depends on the state.
In 2003, the TN govt announced that there wont be electricity connection,water connection, etc if the house is not issued with Completion Certificate.
It was not able to bet practically implemented and enforced.
So, later the rule is withdrawn.
