It was passed by the Upper House on August 13, 2013.

The Bill could not reach the Lok Sabha for consideration and passage and has lapsed following the dissolution of the lower house on February 21 this year. Law minister Ravi Shankar Prasad told the Lok Sabha 21st July that since a previous bill on the issue had lapsed following the dissolution of the 15th Lok Sabha, "now steps are being initiated for introduction of the bill afresh".
