Generally, employees holding substantive post can have lien for a specified period. It is not known whether your lien still continues. Anyhow, there is no harm in applying, through proper channel, for exercising the lien to take up the earlier employment.

Please see the relieving order.
Whether you have lien or not.
If yes, the lien period is two years, extendable up to 3 years on special circumstance.
You can get all facilities during the lien period, including the set of passes, PTOs, seniority, writing any exams (LDCE or GDCE) for promotion, etc.
Hope this is enough.
Regarrds.

Generally no lien is given in such cases, no harm in applying.

Granting lien is administrative matter. NOt a legal matter. However, for routine jobs there is no lien provision in Central Government Services.
