Writ jursdiction cannot be enforced against Private bodies.

Recently, the Apex Court has held (Dr. Janet Jeyapaul VERSUS SRM University & Ors) that a body discharging a "public duty" is amenable to public law remedy.

Yes, I agree with Mr P Venu. The Supreme court in many decisions has passed such comment.
You can try your luck.
In any event if you make the UGC, ministry of HRD party to the writ petition the writ would stand anyway.
