How to obtain succession certificate

Hi
I am the only son of my mother, who expired in 2004, and is owner of a property in Ludhiana. Recently, my father also expired. I am currently in New Delhi for my studies.
How do I proceed to obtain the Succession Certificate? Is a succession certificate necessary or a legal heir certificate can also solve the purpose?
My mother was unwell, and had to be taken to Delhi for treatment, where she died in Deen Dayal Hospital. So this is a case of death outside the native city of the owner, and will it require any NOC from someone in Delhi? My father died in the same property around 6 months ago.
I have the important documents like passports of my parents and my passport (though expired), ration card and my CBSE certificate that has both my parents name.
Please guide me about the steps I need to take to get the succession certificate.

For selling your properties, you dont need any succession certificate. Legal heir certificate is enough.

Hi, The property was in my mother's name. So I need only legal heir certificate?? What do I need to do to get it?

Meet the Taluk Office of your area. The tashildar is the authenticated person to give legal heir certificate.

You file an application before the Tahasildar enclosing the death certificate of your father and mother and also sworn an affidavit declaring that you are the only surviving legal heir. After due enquiry survivors certificate will be issued to you. It is more than enough.

VISIT SDM/TEHSILDAR AND APPLY FOR LEGAL HEIR CERTIFICATE ALONG WITH DEATH CERTIFICATE AND LEGAL RIGHT UNDER WHICH YOU CLAIM TO BE AN HEIR.
