In a way it means:
- FIRST construct ILLEGAL structures
and then
- Govt. legalizes it.

HENCE there is no need to take approval /sanction for construction from the civic authorities.

BTW, Mumbai HC has thrown out this proposal, into the BMC kachara peti.
