Fair rent

I have a house property at South Kolkata. Its a three storied building comprising of 3 flats and 4 shops. The resintial flat and shop owners are giving almost 1/20 rent of current market value (current fair rent)of that area. I had requested them verbally to increase the rent but all in vain. 1 of the shop owner (giving rent of Rs.60 - present fair rent is atleast Rs.17000/-)is depositing rent at Rent Controller Office. How should I increase the rent without moving to court? My only income is from bank interest and rent collection from house property.

What is the police station?
In accordance of which you have to file a petition for determination of fair rent in the appropriate court of rent controller.
After the amendment of WBPTA, 1997 there has been addition of few provision in favour of the landlord.

You need to file petition before rent controller seeking fixation of fair rent.
