service tax on apartments

is service tax payable on by bulider in punjab??? read somewhere it will be charged if bulider doesnot give completion certificate??? what does that mean??? how much service tax would be levied????

Service tax and its levy is entirely different than what you heard.

The news was that if the builder do not provide completion certificate to the allottee then he shall be liable to pay interest and damages on the deposited amount.
