Caveat shall be filed in High Court concerned. consult your own counsel for guidance.

Vague facts posted can not lead to form an opinion and obligation.
When case is pending before HC how and under what circumstances/ authority RDO can take up the issue and pass order on the same subject ?
What is the opinion and advise of your lawyer engaged / paid by you ?
If you have lost faith in your lawyer change him/ her immediately but do not rely on obligation (FREE OF COST) of experts on this platform based on limited facts posted by you.

You will have to file caveat in HC so that court notice of appeal is served on you before hearing of appeal.
T. Kalaiselvan, Advocate (Expert) 26 December 2019
The aggrieved person can approach only high court with an appeal by filing a writ petition against the judgment.
Therefore you may file a caveat petition before high court for getting notification of any such petition that the opposite party may propose to file.
