Lease of house property in Ahmedabad, Gujarat

If a house property in Ahmedabad (Gujarat) is given on lease, is the lessor obliged to provide fans and tube light to the lessee? Our broker says that it is mandatory in Gujarat for a lessor to provide fans and tube light to the lessee. Is his assertion correct?

No, the lessor may or may not provide a facility, the lessee has to decide whether he wants to accept lease of a property with whatever facilities provided by the lessor.
