Is non occoupancy charges are applicable for family member

we are staying in the society from more than 45 years
do we need to pay non occupancy charges asked by the society now .
Is any rule passed in latest by law

The Flat Where I'm Staying is in my Aunty's Name And Now She is married she stays at other place with her husband and i am Born And bought Up There and staying with my mom And My two sister Along with My Uncle And her Wife And We Are Staying Here Since from Last 45 to 50 Yrs Now society Is asking me to pay non occupancy charges please Advise Whether we are Applicable or Not..
