I want to know the reasons of rejection of Writ petiton.

Can the writ petition be rejected by either of the three.....
1. Bench CLerk
2. Court PC
3. Superintendent Officer

Kindly advise urgent

Although it is an examination paper yet I would like to mention that none of the above has any authority to reject a writ petition.
