Purchase & sale of property acquired from shelterless

My uncle has purchased a residential land. That land was allowed to seller on installments under the scheme of homes to "Ashraya heen" by Government. He sold it to my uncle, he paid all the installments to the government against this land and gave receipts of installments to my uncle.
Is it safe to purchase this property ? Can my uncle sell this property to any other person?
Please suggest.

Before purchasing the plot, get all the conditions of allotment checked through your lawyer specially under what conditions such property can be sold and if the conditions are fulfilled.
