Nothing will happen. The balanc of stamp fee will be collected

POA has nothing to do with passing of title on transfer from one person to another.

In many cases POA is used as the owners themselves will transfer the property.

Unregistered POA is also valid.

When POA is used to transfer the property, it is the Owner who is transfering the property and not the POA 's property.

Yes and the POA holder will be treated as acting on behalf of the real owner of the property.
