Contempt proceeding against police ignouring implimenentation court order

My quarry is that if police deliberately ignour court s order for implementation of restraining order and police instead restraining other party threated us not to interfere in construction and allow construction work .
Now my question is that the contemp t proceeding against police can be iniciated before the district / high court direct when order of implementation through police passed by Munsiff.

YES IT CAN BE FILE AGAINST POLICE TOO.

we dont provide citation . if police have failed to comply with court orders case of contempt would be maintainable
