Agreement to sale ( Sathekhat) was registered and stamp duty paid in August 2012. As per terms of agreement, seller has to obtain necessery permissions from Collector, mandatory for executing sale deed. After 11 months, seller quoting difficulty in getting the permission. 90% amount is paid in August 2012. Last agri year & probably this agri year is going to waste, as I could not start cultivation. Location of land and seller are at different locations. GPA is the least time consuming wayout?

file a suit for specific performance suit, ask for make ready all necessary permissions stated in agmt and also claim damages, as 90% of the consideration has been paid.
