employment of provate security agencies

Dear members

I am working in a PSU and I wish to ask:-

1. whether it is mandatory to outsource the security guards from the Directorate General of Resettlement.
2. We are paying as of now Rs 8650/- which is much more than prevailing minimum wages rates in Delhi. Are we supposed to increase our rates every time the state government increases their rates.
3. The DGR sponsored agencies are not passing on the benefits to the guards how to force them to ensure that they follow the government instructions.
4. The rates asked by the DGR sponsored agencies are very exorbitant as compared to the normal security agencies in the market.

The Security Agency Guidlelines issued by the Directorate General of Resettlement will throw some light on your query.

51. General. The wage structure is based on minimum wages promulgated by Govt of NCT of Delhi Labour Dept and amended from time to time. As the payment of minimum wages is a legal requirement, the employer and security agencies are advised to comply with the wages promulgated under these instructions. Details of wage structure are given in subsequent paragraphs. The wage structure with effect from 01 Feb 2007 is given at appendix .S..

69. These wages are linked with minimum wages and hence will be automatically revised as and when wages of NCT of Delhi. Other allowances such as house rent/accommodation, conveyance, etc., may be granted as dictated by the existing situation. No deductions whatsoever are to be made from the entitlements of ESM employees. All guards employed by the agencies should be given a printed copy of their monthly entitlement and annual statement of pay entitlement.

70. Any sponsored agency violating any of the stipulations of the wage structure or under quoting the service charges below the minimum laid down 14% will lead to suspension/disempanelment by the DGR.
