To ncb from insurance company

My friend has purchased a second hand TATA-SUMO. Previous owner was getting NCB on this TATA-SUMO. Will this NCB of previous owner be transferred to my buyer friend?
kindly enlighten me as to how? under what provision? any Authority on this?
