Tneb online payment

I paid my Tamilnadu Electricity bill through online using SBI online payment.The site owned by TN government moreover they mentioned that online payment "bank charges:Nill" so paid the bill online after 2 days i came to know that Rs.10 has been deducted .when i contact sbi customer care they said charges applicable paying EB bill to TNEB.So i contact TNEB customer care there is response for 2 month.So i decided to move consumer court in chennai,pls explain how to proceed further.How much i have to pay for consumer court.

Before filing the case in the consumer forum , you can file petition in the Consumer Directorate which would call the concerned official and try to settle the dispute amicably.
This more expeditious and cost effective.
If it fails to resolve the issue then only file the case before the Fora.
