COuld you please clarify meaning of stoppage of two increment for two year without cummulative effect?

i would also like to know if this penalty is imposed whether CCS rule 16 (1-A) guideline need to be followed?

I know meaning of these words :)
however i have a doubt and that is why i posted this question here.

My doubt is : If penalty is imposed in 2012 then when it period of concurrency will be over ? Is it in 2015 or in 2016?
As the penalty order say stoppage of next two increment for two year.

Dear Anshul,

Penalty of stoppage of two increments denotes that the next two increments falling due in July 2012 and July 2013 will be stopped and the penalty would remain valid for two years from the date of stoppage of each increment. In other words, increment stopped in July 2012 would become due to be redrawn with effect from 1st July 2014, while the other having been stopped from 1st July 2013 would be redrawn with effect from 1st July 2015.
