Special powers of ias and ips officers

Dear lawyers club family members .... i have doubt..
its a matter of administration power of I.A.S and I.P.S officials,
Kerala Government is planning to give executive magistrate power to three City police commissioners .. its already vested in district collectors. what is this power exactly ... is this exclusively judicial power?

The answer lies in your own question where you have already made a mention of administrative powers. Administrative powers are different than judicial powers. The state Government can delegate the administrative power to any of its Officers. However, judicial powers cannot be vested in any non-judicial personnel.
