House robbery

I want a suggestion regarding the complaint which I want to do against the negligence in the case of House robbery for which FIR is already submitted before 2 yrs. Clearly involvement of police officers for which i recovered several documents through RTI and the accused is also living in the same area. Accused arrested and released under CRPC 169 without informing me now I want to show all the documents which clears all the situation about involvement of accuse, Police officer and one of the resident of the society. Total 5 house robberies in the society in which 4 FIR's are already submitted but not a single case is detected.

To whom I complain Commissioner or DGP?

and what impact it gives?

Better you file a specific criminal case against all the accused in the Magistrates Court of jurisdiction.

As advised, file a private complaint. Robbery is different than theft, I hope you know the difference.

You should file an application under section 173 (8) Cr. PC before concerned court and should pray to direct the police to handover the investigation of case to some impartial and senior officer. It shall be allowed and you shall get desired results.

But still I am confused that, there is no use to go to commissioner or DGP?

Its not a fruitful?
