how to transfer the property on wife name

Sir,

my friend has purchased a flat from Supertech Builders in 2005 & he also registered a sale deed on his name with builder.
he had expired four years back without write a will in favour of his family members ( Mother,father, wife & three childern)
now his wife want to take a loan on this house there are no objection from other legal heirs but bank said property not her name so we cann't process the loan.
please advice us:

1)wether mutation for flat is done or not by ghaziabad development Authority ?

2)Is there any other way to transfer the property please tell me?

All Class I heirs have claim over the property. In your query you have not mentioned who all the heirs are there at present of your deceased friend. Query of mutation can only be answered after that.

Based on the death certificate, the legal heirs have to apply for legal heir certificate. Based on the legal heir certificate, the property can be mutated in the names of legal heirs. Thereafter loan can be obtained by the legal heirs by mortgaging the property.
