can a person residing abroad/ foreign due to being on tour or due to being a NRI sign an agreement which has been made on the stamp of other party of the agreement ? the stamp duty in this case is paid accordingly.

whether the rumour that a stamp paper looses its validity after crossing the boundary of India is correct ?

After Receiving the Said document in India before using it any where -file the Said document before the District Registrar for adjudication of Stamp Duty and Payment of Stamp Duty if any & Endorsement of proper Stamp duty paid !

Adjudication of stamp duty is for the documents executed at a place outside India and on plain paper.
By adjudication, the stamp duty is paid and regularised.
Here in the subject question, the stamp duty is paid. So adjudication of stamp duty does not arise.
Regarding next part of question, that is the rumour; the author has correctly told it is a rumor and baseless.
