Registration of Co-operative Society

We want to register a society for management of a boarding and lodging facility at Chandigarh for the needy patients (from HP) and their attendants visiting Referral hospitals at Chandigarh for treatment. Is it possible to register this society under THE HIMACHAL PRADESH CO-OPERATIVE SOCIETIES ACT,1968 in HP for ruuning its operation at Chandigarh? Or do we have to register the same under some other Central ACt?

For this type of activities Registered Co-opeative society may not be suitable. The beneficiaries should enroll themselves as members by acquiring shares in the registered co-operative society. And the management of the society should be by the elected members among the society. The best course is create a trust for this type of activities.
