Open adoption - NRI category

My wife and myself (Hindus) are living in China for the past 1 year and technically NRIs now. We are planning an open adoption and will be having the adoption deed registered with the registrar. Is there any further requirement like getting a "guardian order" or a court order for us to apply for a passport for the baby in India OR a visa to China ?

If you are adopting through any institution , they will do all the things otherwise get services of an expert advocate.
