Is it mandatory to apply for a certified copy on a demi paper? What is the law saying about it? I had applied for a certified copy of a land record on a plain white paper and it was refused on the said ground.

It is the duty of the concerned office to supply the certified copy, you need not to supply any papers, you have to pay the expenses only.
