gazatted holiday

sir,
i m working in cpse. my department has released an internal order for mandatory attendance on all days in order to avoid work backlog. i didnt come on muharram and being a muslim , i follow it religiously moreover it was a gazatted holiday.
now i have been served a memo.
please enlighten me on how can i explain myself clearly with a legal angle.

yes, i will reply but i need some solid basis as i know that this is just a thing for troubling me and very less related to discipline. many persons missed office but memo is served only to me. please guide

Give reply to the memo on religious grounds. They will have to accept and close the matter. There is no reply for your query many persons missed office but memo is served only to me. It is not relevant.

Since the question is about defiance of orders of the authrities and absence without permission even on when specifically ordered, which is a misconduct, you could have obtained prior approval of the competent authority for exemption from attendance on holiday. Authorities would definitely have taken care of your request on the ground of sacred religious custom of the Muslims.

Now the only alternative is to beg for the pardon of the authority concerned with appropriate description of the need of your participation in the religious custom with the assurance to be cautious for the future.

If is suitable to you then after giving it a careful thought you in gentle tone include that many employees did not attend office.......
