land given by government

my friends father was a fridom fighter,government has alloted 5 acres land,his father is no more,7/12 extract having in the name of family memebrs(ferfar has done in respective talathi office),the quation is that can the family of the fridom fighter can sale the land to a devloper/individual buyer/builder or can family member enter any agreement with the developer to devlop that land
1)if can sell how?
2)can he develope with the agreement with builder/developers?
3)is govt;s consent requer?

please let me know more about this

Yes if the Govt at the time of granting that land to him made no restrictions upon the transfer of the same. If there is such restrictions then the permission of the govt is necessary.
