hi,

father left a will with regards to property on name of mother. for transfer of property on her name does will has to be registered? if yes how it is done and what are the govt charges applicable.

Even if your father has expired, there is no need to register the will. The mutation can be got entered in favour of your mother accordingly.

Registration of Will is optional though it is better to do so.
It is almost of free of cost in many states including WB.
