What permission you require for applying another post in the same dpartment? You forward your application through proper channel i.e., through your immediate boss. If you feel that it would not reach in time, you can submit an advance copy. Your departmental head is representing the same organisation as such no separate NOC is required. But the application has to be routed through proper channel.
