a certain locality lack of proper drainage system for discharge of water as a result of which dirty water from the houses and rainwater was accumulated in lake growth of mosquito & insects in the area increased the possibility of epidemic the corporation was requested so many times to resolve the problem but in vain.can a lodge a criminal complaint against the municipal authorities?

Municipal authorities are not above law and they can very well be taken under criminal as well as civil actions and damages can also be claimed therefrom by way of application of section 133 of Criminal procedure code or a Civil suit under section 91 of CPC or by way of writ under Art 226 of constitution.
