No objection letter to a tenant for issuing a passport

Hi. Is it advisable to give a No Objection Letter to a tenant for him to issue a passport on the flat that is under my name. He has been my tenant for the second time. Earlier he was my tenant some 5 years back and now again he has entered into a leave license agreement with me this year.

Kindly advise.

There is no problem in providing NOC if you are firm about the general character of such tenant.

Do the passport authorities demanding NOC from the landlord, for issuing passport in the name of the tenant?

All that you need to issue is that you certify that he is residing in the premises of so and so address under your consent as on leave and licence granted to him by you.
That is present address verification only.

Yes you can do that. After all the NOC appears to be about his residential address and not about his character.
