Preemption on property

(Querist) 18 February 2015 This query is : Resolved 
A is a owner of a two storied building,he gifted the ground floor to his brother=B (not staying here/no water line/no electricity/property is locked/but staying nearby-locally in his own house)in 2005, after that gifted 1st floor to his sister=C on 2013,now C (sister)sold her 1st floor to a person=D on 2014.
Q:Whether brother=B claim for preemption for the 1st floor property?Thnx.Plz help.Ashis.mail id:ranashis@gmail.com
