Can the individual experience of partners of a firm can be considered as the experience of the firm when applying for per-qualification of a construction contract?

The question is not whether any individual has any experience, but whether the FIRM as such has any such experience. Unless the FIRM had obtained any contract, undertaken and executed such a contract and gained experience, it cannot say on the basis of experience of any partner, that the FIRM has the experience.

When the information sought is about the experience of the firm the same is counted. Experience of partner is additional provided the adjudging person prefer to consider it also or conditions permit so.
